COMMENTS ON 2515 PROGRAM INSPECTION PROCEDURES As requested by your memorandum of February 10, 1986, Region III has reviewed Inspection Frocedure 71710 "ESF System Walkdown" and 94703, " Media Contacts" as revised. Our comments which were previously discussed with Dick Cooper of your staff on February 19, 1986 are sumarized as follows:

Inspection Procedure 94703 " Media Contacts".

The procedure states that every attempt should be made by the inspector to refer inquiries from the news media to the Regional Public Affairs Office (PA0). Acknowledging that the principal function of the inspector is to inspect, there will be many times when a resident interface with the media occurs and is desirable.

It has been our experience that resident inspectors do participate in various roles including radio, TV and panel discussions as the NRC's principal onsite representative. To eliminate this role in our view sends an incorrect message to the media and to the public about accessibility of the resident. We are of the view, however, that the residents should routinely refer questions of policy and of a generic nature to the regional Public Affairs Office for followup.

Inspection Procedure 94600 "Information Meetings with Local Officials" Your sumary indicates that Inspection Procedure 94600 is being deleted because it is redundant to IP 94703 and further, that there have never been significant inspection hours charged to this procedure. We are not of the view that IP 94600 is truly redundant to IP 94703.

It is our understanding that IP 94703 is directed toward responding to requests for information from representatives of the news media.

IP 94600, on the other hand, was implemented with the intent of improving the local comunity understanding of the NRC and its functions and resulted in part from M. A. Rowden's letter to the President, dated March 11, 1977, and L. V. Gossick's memorandum to all office directors,

" Improving NRC Relations with State and Local Governenent," dated May 6,1977.

Before a final decision is made to delete this procedure we recomend that you review further the need to need to enhance local community understanding of the NRC and its functions or ensure that the intent of this procedure is fulfilled by other NRC programs.

If you decide that the procedure is still necessary, additional guidance concerning its implementation should be issued to ensure that it adequately fulfills its purpose. Specifically, we feel that any revision should stress that when new residents are assigned to a site, public meetings, local official and media contacts are expected to be conducted again.

This might also correct the lack of inspection hours charged to this Inspection Procedure.
