o Northern States Power Company 414 Nicollet Mall Minneapohs, Minnesota 55401 Telephone (612) 330 5500 February 25, 1986 Mr James G Keppler Director - Region III Office of Inspection and Enforcement U S Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Supplemental Response to IE Bulletin 78-14 The following information concerning the Monticello Nuclear Generating Plant is reported as an update to our February 2, 1979 letter in accordance with Item 4 of IE Bulletin 78-14.

Paragraph 2 of the February 2, 1979 letter references two tables which describe the projected preventive maintenance periods as of February 2, 1979.

Because of plant modifications required in IEB 80-14, Degradation of BWR Scram Discharge Volume Capability, and additional preventive maintenance conducted in parallel with the 1984 Recirculation Piping Replacement Project, the previously submitted schedules are obsolete.

The preventive maintenance activities associated with the following valves shown in the referenced tables will be monitored and controlled in the future using the plant's preventive maintenance program:

1.

Scram Pilot Valves 2.

Back-up Scram Pilot Valves 3.

Discharge Volume Solenoid Valves 4.

Discharge Volume Test Valve As before, this program will assure that all critical parts are replaced at frequencies consistent with General Electric reco mnendations and plant scram valve operational and maintenance history. This will be a five-year replacement frequency for all elastomeric valve parts. Our preventive maintenance program will assure that the combined shelf and in-service life is no longer than seven years. We believe that our preventive maintenance program provides adequate control of scram valve maintenance and we do not believe it is necessary to maintain the referenced tables current.
