SETPOINT METHODOLOGY" FOR THE THREE MILE ISLAND NUCLEAR POWER STATION, UNIT NO. 1 (TAC NO. M94908)

Dear Mr. Langenbach:

Please disregard, in total, our March 27, 1997, letter regarding the above subject material in which we referred to two incorrect dates.

That letter is i-superseded by this correspondence. We regret any inconvenience this may have i

-caused.

By letter dated February 27, 1996, as supplemented October 28, 1996, GPU Muclear Corporation submitted Topical Report TR-092 for staff review and approval. Topical Report TR-092 describes the GPU Nuclear reload design j

methodology applied to nuclear, thermal-hydraulic and safety analyses.

also presents setpoint methodology including safety and acceptance criteria to determine various safety limits, reactor trip setpoints and alarm limits for l

future THI-1 fuel cycles.

l The staff has completed its review, as described in'the enclosed Safety Evaluation, and finds the GPU Nuclear methodology as delineated in the above submittals acceptable with the limitation that:

1 This approval is based on the current licensing basis of THI-1; any change to the current licensing basis requires that this methodology be reevaluated for applicability; This approval is based on the use of the codes (CASH 0, RETRAN, and VIPRE) subject to the limitations stated in the staff safety i

1 evaluations, and in the manner described in TR-092; any use beyond these i

descriptions requires reevaluation for applicability.

i Future references to the staff acceptance of this Topical Report must cite this letter and limitations stated therein.
