Enclosed is Supplement 2 to the Safety Evaluation (SE) for CEN-152,

" Combustion Engineering Emergency Procedure Guideline" (Reference 1). Our evaluation is based on the review of Submittal 1 of Revision 03 to CEN-152 which was transmitted by the Combustion Engineering Owners Group (CE0G) in a' '

letter dated July 1, 1985. The staff has previously issued Supplement 1 to -

the SE on April 16, 1985 (Reference 2).

Based'on our review of the CEOG submittal, we conclude that, with the i exceptions noted in the conclusion of the enclosed evaluation, Submittal 1-of Revision 03 to CEN-152 is acceptable for~ implementation and will provide -

improved guidance for emergency operating procedure development.' As indicated in the CEOG Program Plan (Reference 3), resolution of most of the remaining open items identified in our July 29, 1983 SE is still planned for June 1986.

You are requested to address the exceptions noted in the conclusion of the

-enclosed evaluation on this same schedule.
