SUBJECT:

- COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 92-08, "THERMO-LAG ~

330-1 FIRE BARRIERS," DATED DECEMBER 17, 1992, FOR WATERFORD STEAM ELECTRIC' STATION, UNIT 3 (TAC NO. M85621) 1

Dear Mr.:

Dugger:L

Byiletters dated April-16, 1993; February ll, May 18, and December 21, 1994;-

l and March 29, August 4, and November 9, 1995, Entergy Operations, Inc.

1 responded to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers,"

)

dated December 17, 1992, and follow-up requests' for additional information dated December,21, 1993; and September 23 and December 29, 1994 in regard to-l Thermo-Lag 330-1 fire barriers installed at Waterford Steam Electric Station, Unit 3 (Waterford 3).

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letters.

Your responses stated that Waterford 3 has only seven applications of Thermo-Lag in the plant. None of the seven applications are protecting' electrical components or raceways.

By letter. dated November 9, 1995, you stated that

~

testing conducted'at an independent test laboratory concluded that the Thermo-Lag samples were consistent with other Thermo-Lag samples in terms of chemical

. composition and-that your own engineering evaluation concluded that the installed configuration was acceptable. Based on the results.of your updated engineering evaluation, you determined that the seven Thermo-Lag fire damper duct applications were to be dispositioned'as " accept-as-is" with no necessary modifications. Sections of the Thermo-Lag installations that were disturbed

~to obtain samples for destructive testing will be repaired.

In addition, you stated that Waterford 3 would discontinue the imposed compensatory actions j

. since' the actions were no longer necessary. On the basis of its review, the staff has determined that you have provided the information requested in GL 92-08 and the actions taken to disposition the Thermo-Lag applications at Waterford 3.are acceptable. Therefore, the actions tracked by TAC No. M85621 c

are complete.

(You should retain all documentation related to the resolution of the concerns Lwith Thermo-Lag 330-1. fire barrier systems for future NRC audits or

inspections.
