Attached is the Office of the Inspector General's report entitled, "Ma lagement Corrtrols Over NRC Property at DOE Laboratories Shculd Be Strengthened." This repo<t eflects the results of an audit

performed at the request of Commissioner Rogers.
l On January 31,1997,'we provided a draft of this report to the Deputy Executive Director for
[
' Management Services (DEDO). On March 5,1997, the DEDO responded to our report, stating that l
she agreed with our recommendations that the Director, Office of Administration: (1) take steps to i
encourage the Department of Energy (DOE) to provide an annuallisting of NRC titled software as required by Management Directive 11.7 (MD 11.7); (2) reassess the procedures identified.in currently proposed revisions to MD 11.7 and other agency documents to more clearly define the expectations and intemal processes for tracidvs and overseeing NRC funded property maintained 3
at DOE laboratories; and (3) develop and maintain a centralized inventory for tracking and overseeing NRC funded property maintained at DOE laboratories. The DEDO's comments are j
contained in Appendix ll of this report.
