Dear Mr. Martin,
This is in response to your letter of September 23, 1985 in which you requested clarification of titles and terms used in Chapter 1 (Organization) of the UNC Naval Products' Fundamental Nuclear Material Control (FNMC) Plan. Enclosed are page changes to Chapter 1 reflecting these clarifications.
I do not consider these changes to decrease the effectiveness of the UNC Naval Products FNMC Plan and are reported herewith in accordance with the provisions of 10 CFR 70.32(c). I also consider this letter and the enclosed plan pages to contain information regard-ing our control and accounting procedures for safeguarding SSNM and, as specified in 10 CFR 2.790(d) are not to be placed in the public document room.
