Dear Mr. Pate:

This is in response to your October 21, 1985 letter to me regarding the exchange of data and information with the NRC.

Information dealing with specific plants is extremely important to the NRC in accomplishing its mission. We are concerned that there are cases where we are experiencing difficulty in reaching an understanding on how such'information can be made available to the NRC on a basis that assures NRC of its data needs and, at the same time, is fair to INP0. We are aware of Mr. Dircks' letters and conversations with you in October and November and we are confident that you and Mr. Dircks can reach such an understanding. We have asked Mr. Dircks to keep us informed on the progress in this area. We know INP0 will also keep us informed on its perspective regarding this matter.

In the meantime, we are asking you and the INP0 Board to give this matter the urgent attention it deserves so that we can continue to make progress toward our common objective of safe and reliable nuclear operations.
