Your letter dated January 30, 1986, suggested that the reviews for the following supplements to your Topical Report No. ATI-VR-001 fall under the same review budget as the initial report review:

1. Supplement No.1, designated TVR-III, on a transportable version of the ATI System, filed for review on July 29, 1935, and
2. Supplement No. 2 " Bitumen as a Radwaste Solidification Agent,"

filed for review on December 26, 1965.

The NRC's Invoice No. E0178 dated [0cember 10, 1985, for $20,000 was for the review of your initial report wh'ch was completed on April 24, 1985, and payment was due by January 10,19L;. As stated in our Decenber 5, 1965 letter to you, under the provisions of 10 CFR 170.21.J. each revision, amendment or supplement to an accepted report is subject to the full review costs up to the $20,000 maximum provided for in the regulations.

Consequently the review of each of your suppleacnts is subject to full costs, but like the initial report review, each is limited to not more than $20,000. Review costs for topical reports are billed at six-month intervals as the review progresses.

Each request for review of a topical, or revision, amendment or supplement to an accepted report (170.12(f)) is to be acconpanied by the application feeof31SO. Credit is given to your company for the $150 when the first bill is issued. Supplement No. I was accompanied by the application fee, but Supplement No. 2 was not, so the $150 application fee should be remitted to us for it.

Enclosed for your infomation is a copy of the "NRC Procedures for Extending Payment Dates of License Fee Billings." These procedures address extensions for payments as well as disputed bills, interest and penalty charges. As you will note, when a bill is not paid by the due date, interest is computed from the initial billing (i.e., Decoaber 10.

1985 for Invoice E0170) and penalty charges are applicable after 90 days.

Enclosed is a revised Invoice E0178 which shows that the sum of $20.399.33 was due as of February 28, 1986. The interest charges will continue to accrue at the rate of $4.93 per day from February 28, 1986 until the payment is received.
