Enclosed please find a letter from Transnuclear, Inc. requesting an amendment to export license XSNM0214_4 to increase the quantity of uranium authorized for export by an additional 0.138 kilograms of HEU (93.3%) to cover the standard DOE tolerance level (+/

.25%).

. The quantity of uranium-235 remains unchanged.

Before taking action on.this amendment request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed request meets the applicable criteria in the Atomic Energy

. Act-of 1954-as amended by the/ Nuclear Nonproliferation Act of 1978.
