Dear Ms. Holt:

By letter dated January 30, 1986 you requested a three-month extension of

! time to address Consolidated Edison's amendment requests concerning Indian Point Unit Nos. I and 2 noticed in the Federal Register on December 31, 1985 and January 15, 1986, respectively. Your letter was forwarded to this office for response.

We have reviewed your request and find that there is no good cause to grant the requested extension. Notices of amendment. requests are routinely published in the Federal Register, which is the vehicle used by the Commission to provide public notice of its activities. Your request does not provide any information that would constitute good cause for granting such a lengthy extension of time.

You should note, however, that you are free to request a hearing at a later date and your request will be evaluated with respect to the lateness factors of 10 CFR Section 2.714(a) of the Commission's regulations.

i We have just learned of two recent license amendments requested by Consolideted Edison for Indian Point Units I and II. The first would perm #.t " safe storage" status for Indian Point I until the operating license for Indian Point II expires irt 2006. The second would extend the operating license for Indian Point II to the year 2013.. We consider the two proposed amendments to be connected, for

,' if the second is approved, Consolidated Edison will surely request that the SAFSTOR amendment date be changed from 2006 to 2013 as well.

Because there is no longer a service list that includes even the participants in the recently concluded Indian Point Special Proceeding, hTPIRG and other interested parties were not informed of these license amendment requests. (Nor are we aware of others that may be pending.) We have learned that co=ments and requests for hearings regarding the proposed amendeents must be filed by January 30 (today) and February 14 respectively.

We would like to request an extension of these deadlines which would provide us time to (a) obtain, copy,.and distribute the Federal Register notices of December 31, 1985 and January 15, 1986; (b) obtain and study the relevant documents such as the actual amendment texts, staff reports, and correspondence partaining to these matters; and (c) meet with other interested groups to consider whether any of us has the desire or wherewithal to request and participate in NRC hearings.

In sum, NYPIRG requests the Commission to grant an extension of three months for public respons to the Consolidated Edison amendment requests.
