SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENTS NOS. ll4 ANDll8 TO FACILITY OPERATING LICENSES NOS. DPR 44 AND DPR-56 PHILADELPHIA ELECTRIC COMPANY i
PUBLIC SERVICE ELECTRIC AND GAS COMPANY DELMARVA POWER AND LIGHT COMPANY ATLANTTC CITY ELECTRIC COMPANY PEACH BOTTOM ATOMIC POWER STATION, UNITS NOS. 2 AND 3 DOCKETS NOS. 50-277 AND 50-278
1.0 INTRODUCTION
By letter dated May 29, 1984, the Philadelphia Electric Company (the licensee 1 further amended its amendment application of May 23, 1980.

were requested by letters dated August 1,1980, June 2,1981, and April 4, i
1983. On April 24, 1985, the licensee provided additional information with respect to three areas in which the NRC staff had identified concerns by letter dated March 18, 1985.
1.1 Description of the Proposed Amendment Changes The proposed amendments would.
- 1) change the title of the off-site safety review organization from " Operation and Safety Review Comittee" to " Nuclear Review Board", 2) designate the " Superintendent, Nuclear Services" as the alternate to the " Superintendent, Nuclear Generation Division" in lieu of the
" Superintendent, Fossil-Hydro Generation Division," 3) change the title of
" Superintendent, Generation Division - Nuclear" to " Superintendent - Nuclear Generation Division", 4) revise the management organization chart to reflect the fomation of a new position of Manager, Nuclear Production, and 5) redefine the reporting schedule for the Nuclear. Review Board and Safety Limit Violation Reports. This last change would define the reporting schedule as

"10 working days" rather than "14 days" as currently specified in the Technical Specifications (TSs). This change would establish consistency with the reporting requirements of Section 6.9.2 of the Peach Bottom TSs.
r-2.0 EVALUATION 2.1 Change the Title of the Off-Site Safety Review Organization The creation of the Nuclear Review Board to replace the current Operation and Safety Review Committee permits the utilization of personnel with experience and expertise at both the Peach Bottom and Limerick Nuclear facili-ties. The proposed Board will perform the same safety review functions at Peach Bottom as currently performed by the Operation and Safety Review Comittee and described in the Peach Bottom TSs. Therefore, we find this changi acceptable.
2.2 Designate the "Su)erintendent, Nuclear Services" as Alternate to the
" Superintendent, iuclear Generation Division" h2100698851122 p

2-W This proposed change would designate the " Superintendent, Nuclear-Services" as the alternate to the " Superintendent, Nuclear Generation Division" in lieu of the " Superintendent, Fossil-Hydro Generation Division" in actions requiring PORC written notifications or Safety Limit Violations..The change is the result of organizational changes within the Philadelphia Electric
- Company. A new corporate Nuclear Services organization is described in the Limerick Final Safety Analysis Report (Section 13.0). This new organization resulted in the creation of the position " Superintendent, Nuclear Services."
The licensee indicates that the proposed change, including the assignment of the above responsibilities, would enhance the effectiveness of the Nuclear Generation Division in responding to safety issues at Peach Bottom. The staff has reviewed a similiar change as part of its review of Section 13.0 of the Limerick Final Safety Analysis Report. Since the proposed change is consistent with the NRC approved changes in the Limerick facility, we conclude that this change is acceptable.
2.3 Change the Title of " Superintendent, Generation Division - Nuclear" to
" Superintendent - Nuclear Generation Division" This proposed change in position title is acceptable and is consistent with the NRC approved changes for the licensee's Limerick facility.
2.4 Revise the Management Organization Charts We proposed that the licensee alter the proposed Management Organization j
charts (Figures 6.2-1 and 7.1-1) to be identical to those shown in the Limerick TSs. The licensee maintains that adequate detail is shown in Figures 6.2-1 and 7.1-1.
After further review, we find we have no basis to
__t require the licensee to provide more detail on the organizational Figures
' 6,2-1 and 7.1-1.
However, the licensee has proposed to add a note to Figures 6.2-1 and,7.1-1 that states that the Figure is "Shown for information purposes only not a part of the operating license." We find that this note is not acceptable since this information is required as part of the license.
The licensee will submit revised figures' as part of a future amendment application. Therefore, this request will be reviewed by the NRC staff upon
- receipt of a revised amendment request.
?.5 Reporting Period The licensee originally proposed to change the reporting period for Nuclear Review Board reports and for Safety Limit Violation reports from "14 days" to "10 working days." The NRC staff in a March 18, 1985 letter to the licensee, questioned the basis for the change since it would result in Peach Bottom using "10 working days" while Limerick TSs still used "14 days." In the April 24, 1985, submittal, the licensee advised the staff that its intent was

to revise the Limerick TSs to be consistent with the Peach Bottom:-TSs.
Therefore, we find acceptable the licensee's proposed change of the report period for Nuclear Review Board reports and Safety Limit Violatioh reports from 14 calendar days to 10 working days as requested in the licensee's May 29, 1984, letter.

2.6 Withdrawn Request The licensee had originally proposed to add the Engineer-Outage MInager to the Plant Operational Review Committee (PORC), thereby increasing the PORC membership from ten to eleven members. This change was acceptable to the NRC staff provided the quorum requirements for PORC activities was increased by one member. The licensee has now withdrawn the request to add the Engineer-Outage Manager to the PORC in its letter dated April 24, 1985.
Therefore, the PORC membership remains the same as now shown in the plant TSs.
3.0 ENVIRONMENTAL CONSIDERATION
These amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, these amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.
4.0 CONCLUSION
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
