This is in regard to pur request for approval of a route to be used for transport of spent reactor fuel as contained in pur letter of October 16, 1935.

The route requested in pur letter is judged to neet the regulatory require- 'y nents in accordance with 10 CFR 73.37 for shipnents of spent fuel under inport license ism-31017 and is approved thrcugh December 31, 1986. In the event .your carrier is required to deviate from the approved route please call the contact listed on page 2 of this letter as soon as possible providing the details.

Arrangenents with law enforcement agencies along the route as required by 10 CFR 73.37(a)(2) have been completed by the NRC staff. Data relating to these arrangments and a copy of the approved route are enclosed. This infomation is to be incorporated into pur shipnent plans and provided c to your carrier along with instructions regarding its use.

Please note that assuring highway safety is tihe responsibility of the licensee and carrier and our approval is not intended to provide relief in E this regard.

O During seasonal periods when incionent weather with accoopanying hazardous road conditions can occur with short notice, the appropriate state police nw should be contacted with regard to road conditions before a shipient connences.

OF LEA RESPONSE CAPABILITIES AND SAFE HAVENS ROAD TRANSPORTATION ROUTE NEWPORT NEWS, VIRGINIA TO 00E SAVANNAH RIVER PLANT, AIKEN, SOUTH CAR 0' LINA NOTE: Safe havens are indicated on the route strip charts by a lower case letter of the alphabet in parenthesis. These safe havens were designated by local law enforcement agencies or the NRC route analysis teams as available for tempordry refuge until appropriate assistance arrives. The basic criteria used to identify a safe haven were availability of a large parking area, nighttime lighting, if possible, and quick law enforcement response to the safe haven.
