l This is in regarc to your request for approval of a route to be used for transport of spent reactor fuel as contained in pur lottar of October 16, 1985.

The route requested in your letter is .iudged to neet the requlatory require-nents in accordance with 10 CFR 73.37 for shiptents of spent fuel under inport license ISft'-1699 and is approved through Decenber 31, 1936. In l the event sur carrier is required to deviate fran the approved route, please l call the contact listed on page 2 of this letter as soon as possible providing the details.

l Arrancenents with law enforcenent agencies along the route as required by 10 CFR 73.37(a)(2) have been completed by the fmC staff. Data relating to these arrannenents and a copy of the approved route are enclosed. This infornation is to be incorporated into your shiment plans and provided to your carrier along with instructions regarding its use.

OF LEA RESPONSE CAPABILITIES AND SAFE HAVENS ROAN TRANSPORTATION ROUTE NEWPORT NEWS, VIRGINIA TO DOE SAVANNAH RIVER PLANT, AIKEN, SOUTH CAROLINA NOTE: Safe havens are indicated on the route strip charts by a lower case letter of the alphabet in parenthesis. These safe havens were designated by the NRC route analysis teams, with the assis-tance of law enforcemerit agencies along the route as available, for temporary refuges until appropriate assistance arrives. The basic criteria used to identify a safe haven were availability of a large parking area, nighttime lighting, where possible, and rapid law enforcement respons<a to the safe haven.
