To attend as observer and to clarify spent fuel storage licensing points as requested.
DISCUSSION:
Five PRDA contract studies were discussed. These ranged from system studies to proposed designs. The purpose for initiating these studies about 2 years ago was to assess alternative ideas and approaches for spent fuel storage and transportation for possible inclusion in the Department of Energy program for spent fuel management. To an extent these studies have been overtaken by events. This is to say that DOE is embarked on the design of the monitored retrievable storage facility (MRS) and has made policy decisions in its program that otherwise tend to limit variations or alternatives to the program.
Nevertheless, the exercise in not without value: 1) from the positive side in that a number of elements of some of the studies appear to point out items worth further examination and 2) from the negative side in that certain suggested alternatives were eliminated from further consideration. Chief among these latter was the universal cask concept, i.e., storage / transport / disposal.
Not eliminated, however, was the dual purpose cask, i.e. storage / transport, which was recommended as worth being supported. Various universal canister (for assemblies or consolidated rods), as opposed to cask, concepts did not fare well. A coment was that the definition of universal is " fits all, but none very well." However, some universal canister study as least for the step in the cycle from the MRS to the repository is recommended. Another recommendation included a study to determine changes over time of the spent fuel inventory to be received by DOE, i.e., differences over time in fuel 8512100401 851127 PDR ORG EUSDOE PDR

inventory burnup and heat load, etc. This could impact operations and repository receipt rates (and design). Also subjects recommended for study were repackaging at the MRS of reactor packaged or consolidated fuel and use of overweight trucks, i.e., size, institutional and other problems involved with such use.
Thus recommendations for future possible studies included elements of the system and design studies that the submitted PRDA reports addressed, but none of the studies themselves were endorsed for continuation.
In summary, I believe this exercise by DOE (assuming that it is well reported and DOE management is made aware of its conclusions) was helpful in understanding what needs to be dcne and not done to successfully set up a DOE spent fuel (and high-level waste) management system capable of supplying spent fuel and high level waste to the repositories.
