' November 16, 1985, and in accordance with the NRC Enforcement Policy, 10 CFR Part 2, Appendix C, the following violation'was identified.
10 CFR 50.59, paragraph (b) requires in part that changes to the facility
. as described in the safety analysis. report include a writteu safety evaluation which.provides the bases for the' determination that the change
'does not involve an unreviewed safety question.
Contrary to th'e above, on October 3, 1985, two helium gas bottles were observed strapped to the Seismic Category I supply and return lines of
'the 'B' train containment hydrogen analyzer without a supporting safety
. evaluation having been~ performed.
This is a Severity Level IV violation (Supplement I).
i Pursuant to' the provisions of 10 CFR'2.201, Portland General Electric Company is hereby_ required to submit to this office within thirty days of-the date of this Notice, a written statement or explanation in reply, including:
(1) the'-
corrective-steps which will be taken and the results achieved; (2) corrective steps which-will'be.taken to avoid further. violations; and-(3) the.date when 2
-full compliance will be achieved. Consideration may be given to extending your response time for' good cause shown.
