Enclosed for your information is a copy of export license application XS008751, dated April 4,1997 from Heritage Minerals, Inc. requesting authority to export 28,000 kilograms of thorium contained in 1,200,000 kilograms of crude monazite sand to Malaysia. The crude monazite sands will be processed for the rare earth elements and will be used for various commercial products such as pigments in TV picture tubes. The thorium will be used in the manufacture of lantern mantles, light bulb filaments and other I non-nuclear end uses. ,
1 Since the material is for non-nuclear end use, the application does not require Executive Branch review or assurances from the receiving government. i We are, therefore, prepared to issue the requested license after the l application has been on file in the NRC's public dccument room for 15 days.
