Offsite Radiological Emergency Preparedness Plans for the Duane Arnold Energy Center

. Attached are two copies of the Exercise Report of the October 29, 1985, joint exercise of the offsite radiological emergency preparedness plans for the Duane Arnold Energy Center. Wis was a joint full participation exercise for the State of Iowa and Benton and Linn Counties. W e report, dated January 7, 1986, was prepared by Region VII of the Federal Emergency Management Agency (FEMA).

There was one deficiency observed at the exercise. he ability and resources necessary to effect an orderly evacuation of schools within the 10-mile plume emergency planning zone (EPZ) was not adequately demonstrated.

Procedures for the effective evacuation of school children frmt the plune EPZ within Linn County are not adequate or non-existent. FEMA Region VII has corresponded with the Director of the Iowa Office of Disaster Services concerning this deficiency, and has set a date of February 26, 1986, for the subnittal of acceptable plans for the evacuation of school children.

A copy of the Region VII letter is attached.

D ere were also inadequacies identified requiring corrective actions. We State is preparing a schedule of corrective actions. As soon as they are received arxl analyzed, we will send you a copy.

Per Guidance Mercrandu: EX-1, ecpy e.ttached, a deficiency is defined as a de=cnstrated and cbserved inadequacy that veuld cause a finding that effsite e=ergency preparedness was nct adequate to provide reascnable assurance that cpprcpriate protective neasures - can be taken to prctect the health and safety of the public living in the vicinity cf a nuclear power facility in the event cf a radiolegical e=ergency.

Because cf the potential i= pact cf deficiencies en e=ergency preparedness, they are required to be pre.ptly ectreeted through apprcpriate re=edial acticns including re=edial' exercises, drills er cther acticns.

The Cedar Rapids School District has =ade great strides in festerint eccperaticn frc= schcc1 superintendents, as well as identifying scheels, pcpulatiens and bus drivers necessary to acec=plish their missicn.

But =cre planning is required and bus drivers nust receive training in perscnal desi=etry and their rcle in the Plan.

Plans must be ec=pleted for all Linn County School Districts which have students who reside within the 10 mile e=ergency planning zene (EPZ) and =ust include all schccis, 'i.e., public, private and pre-schocls/ day care centers.

The distincticn must be made between severe weather situaticns and radic1cgical incidents. During radiological incidents, early release cf students to return to areas within the 10 mile EPZ is not an I acceptable opticn. This places bcth the students and their parents I cr guardians at increased risk cf exposure. )

Your office was notified that this approach was unacceptable in our correspondence of April 1, 1985 and yet the plans were not changed.

Therefore, in order to show ccrrection of this deficiency in the exercise report, these plans =ust be sub=itted by Dece=ber 18, 1985.

! Per Guidance Me=c EX-1, these plans "should be ec=pleted as scen as p6ssible but net later *.han 60 days after the repcrt is fcrvarded tc FD!A Headquarters." This veuld be February 26, 1956. -- Please infer:
