Dear Mr. Miller:
The Nuclear Regulatory Commission (NRC) conducted a routine inspection of the Portsmouth Gaseous Diffusion Plant material control and accounting (MC&A) safeguards program on March 17-21,1997. The inspection consisted of selective examinations of l
MC&A procedures, representative records, interviews with personnel, and observations of l
activities in progress with the focus of the inspection on the core procedures, which the j
l NRC consider to be key to the implementation of your Fundamental Nuclear Material Control (FNMC) Plan commitments.
The scope and results of the inspection are summarized in the enclosure, which also includes details of the inspection.
l At the conclusion of the inspection, the findings were discussed with members of your i
staff. Within the scope of the inspection, no violations were identified. However, four Unresolved items (URIs) were identified along with eight inspector Follow-up Items (IFis).
l The NRC expects to resolve these concerns at a future inspection visit.
