STAFF REQUIREMENTS - MEETING WITH DOE ON EXTERNAL REGULATION OF DOE FACILITIES, 2:30 P.M.,
MONDAY, MARCH 31, 1997, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed by DOE on issues related to the potential external regulation of DOE facilities.
The Commission expressed its desire to complete a Memorandum of Understanding between DOE and NRC on this subject and urged formulation of a corresponding working group at DOE to interact with NRC's Task Force.
Because the NRC is a full-cost, fee recovery agency, the staff should work with DOE to promptly develop a funding mechanism for NRC task force activities that will not charge current NRC licer. sees for the costs of such activities.
Both agencies should work to better define cost estimates and work with OMB to ensure the budget and FTE ceilings are appropriately adjusted to accommodate the new work.
DOE and NRC should return and brief the Commission on this subject by the end of June.
