Objectives 2.1 Guidelines 2.15 85-FE-F 2.0

EXERCISE OBJECTIVES As a result of discussions between Kansas and Electric Company (KG&E), the State of Kansas, the Nuclear Regulatory Comission (NRC), the Federal Dnergency Management Agency - Region VII (FENA), and Coffey County, the following objectives have been developed for the 1985 anergency Preparedness Field Exercise.

'Ihe objectives are organized by functional response area, pertaining to all participating organizations.

I.

1 A.

Notification, Mobilization and Activation 1.

Demonstrate the ability to notify and mobilize the KG&E emergency response organization in a timely manner.

Demonstrate the ability to staff emergency response ' facilities for activation.

3.

Denonstrate the ability to activate the 'Ibchnical Support Center (TSC), the Operations Support Center (OSC), the Bnergency Operations Facility (EOF), the Information Clearinghouse (IC), the Media Release Center (MRC), the Home Office anergency Center (HOEC) and the General Office (GO) in a timely manner.

Demonstrate the ability to initiate energency response activities in an efficient and timely manner.

Danonstrate the ability to provide innediate notifications to required Federal, State and County authorities within required time limits.

Demonstrate the ability of all energency response facility supervisory personnel to provide direction and guidance to their respective staffs.

Denonstrate the precise and clear transfer of comand responsibilities fra the CR to the TSC and ultimately to the EOF.

Demonstrate the ability of the CR to make a timely determination of the cause of the incident, and perforra mitigating actions to place the unit in a safe and stable condition.

Demonstrate the ability of the TSC and EOF to incorporate the results of onsite and offsite dose assessments into the formulation of protective action reconmendations.

Demonstrate the ability of the TSC to form, direct and coordinate Offsite Monitoring Team (OMT) personnel activities.

EXEICISE GUIDELINES

- the following exercise guidelines have been developed to define.the extent of " play" by exercise participants to meet the aforementioned exercise objectives:

- 1.

The Field Exercise will be conducted on November 20, 1985.

2.

Participants will not possess prior knowledge of the exercise start l-time.

2.

3.

There will be' no pre-staging of exercise participants except for Control Roan (CR) personnel who will be pre-staged in the WOGS Plant Simulator no later than 0715 on the exercise date. All other personnel should follow their normal routines for that day.

4.

Personnel will be notified of energency conditions through methods normally enployed in making notifications, i.e. gaitronic announcenents, manual call-outs, etc.

Personnel staffing the following emergency response facilities will be participating in the exercise:

Nuclear Regulatory Comission (NRC) 6.

We CR will be simulated from the plant simulator. All Comunications involving the CR will be duplicated in the simulator. Comercial telephone will be used for the HPN and ENS as necessary.

7.

Exercise play will be driven via the simulator computer. A set of operation scenario messages, "greensheets", will drive exercise play in the event the simulator canputer fails.

8.

Radiological data terminals (RM-ll), and fire protection panels (KC008) which are not duplicated in the plant simulator, will be simulated.

9.

Both operational and meteorological initial conditions for the exercise will be established prior to comencement of exercice play and will be distributed to the following personnel:

KG&E System Operators b.

Plant Manager c.

Shift Supervisor d.

Control Room Operators e.

Site Health Physicist f.

Site Chemist g.

Onsite Security Shift Lieutenant h.

Maintenance Crews 10.

Exercise play will comence with a postulated plant condition necessitating the declaration of an energency at NCGS.

11. Activation of the plant siren will be accomplished through the actual control room upon requests from operators in the simulator.
12. Plant gaitronics will be functional from the simulator to the site.

W e phrase, " mis is a drill", must begin and end emergency messages from the simulator in response to scenario events.

13. Participation by KG&E onsite personnel directly involved in responding to an energency shall be carried out to the fullest extent possible.

Dispatch of energency response personnel in the power block will be limited to the following:

a.

Onsite Survey Teams b.

Bnergency Repair and Damage Control Teams c.

Search and Rescue Teams d.

First Aid Teams e.

Security Teams

14. We postulated accident conditions may warrant the assenbly and evacuation of non-essential site personnel.

If required by the exercise scenario, the site evacuation alarm will be sounded, and 2.16 85-FE-F

accountability cnd evacuation of a small sample of sita personnel will be performed. Ebilowing completion of accountability and evacuation

' activities, non-essential site personnel will be allowed to return to the site.

Exercise players should perform, as appropriate, radiological monitoring and dose assessment activities.

16. Alternate means of accessing the plant shall merely_be simulated and g actually implemented.
17. Wree Joint Radiological Monitoring Teams and one Onsite Survey Team should be dispatched for the purpose of testing response time, connunications, and monitoring / sampling procedures. Field samples should be gathered and prepared for transport for analysis.
18. Each radiological monitoring field team will be accompanied by a controller / evaluator team throughout the exercise. Each field team will rendezvous with its controller / evaluator team at the location at which it obtains energency kits. Se rendezvous locations are as follows:

a.

OSC (Onsite Survey Team /Offsite Monitoring Team) b.

EOF (Joint Radiological Monitoring Team)

19. W e phrase, " Wis is a drill", must begin and end all radio transmissions performed in response to scenario events.
20. Exercise play may require the decontamination of offsite equipment or vehicles. Wis should be accomplished at the EOF decontamination facility.

21. Members of the press may be invited to participate in the exercise.

However, they will be identified and their extent of " play" will be limited to questionc regarding the exercise events. Questions regarding items such as the success of the exercise will not be addressed.

22. Procedures for the activation of the Alert and Notification System should be denonstrated up to, and including siren activation.
23. Bnergency Broadcast System (EBS) announcements should be prepared and -

passed to the appropriate station, but not released to the general public.

24. W e postulated accident conditions may necessitate the evacuation'of the affected offsite population.

If required by the exercise scenario, the evacuation will be simulated. However, a sample population may be available for in-processing and monitoring at a Registration Center.

25.

If the exercise scenario requires that any personnel working for an organization not participating in the exercise be contacted, they shall be contacted for the purpose of checking connunications only.
