Dear Mr. Denton:

Reference (a) transmitted a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A Section 5.0 - Design Featurec.

This proposed change would raise the enrichment limits to approximately 3.7 w/o for the Spent Fuel Pool and 4.0 w/o for the New Fuel Vault. Reference (b) supplied the license pages that were affected by this proposed amendment.

Reference (d) modified the new fuel vault enrichment to 3.7 w/o. The purpose of this letter is to rescind the request made by reference (d) to reduce the New Fuel Vault's enrichment limit.

Commonwealth Edison Company has reconsidered the logic behind reference (d) and has decided that it is appropriate to withdraw it. Thus, Commonwealth Edison's proposed amendment now consists solely of references (a), (b), and (c).

H. R. Denton February 13, 1986 This revision has previously received on and off-site review and approval. The criticality analysis transmitted by reference (a) and the demonstration of no significant hazards consideration transmitted by reference (c) both remain valid.
