Action items and key topics of interest are as follows:

Licensing Examinations W. T. Russell and S. Shankman discussed the status of the Examination Development Program and the Requalification Examination policy.

IhPU requested and has been provided a copy of hURE3-1122, " Knowledge and Abilities Catalog f or huclear Pcwer Plant Operators:

Pressurized L'ater Reactors." The develogent of the equivalent BWR Catalog has begun under a contract with Professional Examination Services. Contractor access to the lhPO Job and Task Analysis (JTA) has been arranged.

Utility access to the computerized Examining Question Bank (EQB) was discussed, lhPO computer space is now limited.

It was agreed hat a working session with hkC (OLB), INPO, the hRC contractor for EqB and utilities would be arranged to determine how to assure utility access to the ECB (Action:

OLB).

The status of hRC strulator examiner examination development was reported, it was agreed that an in-depth meeting at the NRC would be held with IhPO to discuss the status of simulator exaninations and simulator evaluations.

Operator Licensing branch, CHFS will arrange for this as soon as the simulator evaluation contract is underway.

William T. Russell September 27, 1985 NRC provided all past trip reports from NRC observations on thPO team visits to lhPO. These reports are routinely sent to the NRC Public Document Room (PDR).

IhPO indicated that the accreditation process does revicw utility screening and exemption procedures to determine the initial candidate qualifications.

They do not audit individual trainees however.

l Review of continuing training, e.g., requalification was discussed.

INP0 indicated that continuing training is covered (or will be covered) in training guidelines. There does not appear to be a close overlap with NRC regulations for requalification of licensed personnel, lhPO training guidelines are used as generic training program descriptions from which utilities can derive specific training consistent with their plant-specific job analyses. Guidelines are being revised to incorporate JTA results.

hRC will provide to INP0, a copy of NUREG/CR-4344, " Instructional Skills Evaluation in Nuclear Industry Training" (and to the PDR). NUREG/CR-4344 is being published for information to nuclear training professionals.

INP0 was reque3ted to provide any comments regarding the huREL/CR.

IhP0 discussed how the results of operating experience are fed back to 1

l training programs. The SEE-lh data are reviewed for possible training

issues, as are the 50ER reports and hRC LERs on thPO team visits.

The 50ERs as tracked include training issues.

If the training guideline proves incomplete, the issue is covered in the next edition of the Guideline.

if the issue is significant, it is published in the 50ER. NRC plans to include an evaluation of the use of operating experience feedback in training as part of IAE and NRC observation of INP0 team visits.

INPO indicated that they would have no objection to the hRC sponsoring a training specialist meeting for CSNI in the spring of 1987. They noted that the Gatlingburg Training Conference is scheduled for the same time period.

RP/EP Activities l

The trip report from R. J. Serbu (Enclosure 3) summarizes these issues.

The INP0/NRC Coordination Plan for Radiological Activities must be reviewed by the NRC. Coments on the Plan should be provided to lhP0 by hovember 1985 so that the Plan can be revised, or continued, as appropriate. The Division of Systems Integration should give priority to this action.

Typically INFO conducts an evaluation of operators performing on the plant si.ulator and observes and reports on operator performance. The evaluations are conducted primarily to observe operation and training.

IhPO does not evaluate the procedures, per se. A copy of the NRC contractor report on procedure transition problems, as well as the report on Development of Guidelines for Upgrading Procedures will be provided to INP0.

HEC requested IhPO participation in the procedure interf ace and transition study. DHFS (PSRB) will follow-up.

IhP0 has guidance for conduct of operations, for alarm response, and writing guidelines for raaintenance, test and calibration procedures. These will be provided through the regular transf er of INPO documents to the NRC.

The conduct of operations guidelines includes a checklist for procedure preparation.

INP0 does not have an organized program to evaluate utility procedures. The operational evaluations of member utilities does include, however, some evaluations of appropriate procedures, though not to determine if the procedures meet NRC requirements.

The next INP0/hRC Coordination Meeting is scheduled for early December 1985 at Bethesda.

A copy of this memorandum is being provided to thPO for review and comment as appropriate.

Technical Staff and Managers I

Purpose To identify, for first-round accreditation, the scope of training in nuclear technology for nuclear plant site technical staff and technical staff managers.

This paper l

identifies the positions and topical training areas that should I

be considered.

Technical Staff Positons:

Titles and functional assignments vary greatly from site to site.

The following position titles are, fairly common:

Radiological Protection Engineer Reactor Engineer Quality Assurance Engineer Maintenance Engineer Station Modification Engineer In-Service Inspection (ISI) Engineer Regulatory Compliance Coordinator Performance / Reliability Engineer Chemist / Chemical Engineer i

Each utility should develop its own list of technical staff positions to be included in this training program.

Where there is a vertical structure (i.e., assistant engineers) or if engineers are assigned to various departments, they should also be included.

Normally this training would encompass only "on-site" personnel.

Program Contents Programs submitted for accreditation should encompass the aeneral technical training that is needpd for all l

of the positions listed by the site.

Position-specific education and training is equally important but is not being reviewed for accreditation.

The following topical areas should be considered for the scope of the program to be accredited with provision for exemption based on prior experience and training.

Suggested learning objectives are listed in the INPO Guideline " Technical Development Programs for Technical Staff and Managers" INPO 82-022.
