WISCONSIN PETITION PRM 71-10: NRC APPROVAL OF INDIVIDUAL SHIPMENTS OF SPENT NUCLEAR FUEL Your review and concurrence is requested in the attached Commission paper which recommends denial of the petition from the State of Wisconsin. The petition would have NRC consider the need for individual shipments of spent nuclear fuel in a regulatory environment which includes potential for hear-ings and the issuance of environmental impact statements.

6. Backc round: The State of Wisconsin preceded its petition with a letter datec. October 31, 1984. That letter and the Chairman's response dated December 9,1984, are attached (Attachment 1) for your information. The petition was submitted on December 13, 1984, and is included in the draft staff paper. The NRC Notice of Receipt of Petition was published in the l Federal Register on February 4,1985; forty-four (44) public comments were submitted and numbered 1-45. There was no comment number 6.

A draft NRC response to the petition was distributed for division review and comment on August 12, 1985. SP suggested that public comments should be con-sidered together with the Wisconsin petition. The public comments are there-fore considered in the Federal Register notice, not in a separate document.
