The purpose of this letter is to confirm commitments discussed during our February 27, 1997 pre-decisional Enforcement Conference. We appreciated the opportunity to discuss the issues and communicate our efforts to improve performance.

NITACilMENT A COMMITMENTS MADE IN FFBRUARY 27,1997 PRE-DECISIONAL ENFORCEMENT CONFERENCE ESK-97-058 (Page1of1)
The Control Room Emergency Ventilation System Train "B" (CREVS) will be restored to full conformance prior to startup from Q2R14.
Update the safety significance for the CREVS License Event Report (LER) to include revised in-leakage impact prior to repairs in November 1996 by March 28,1997.
Classify the Secondary Containment siding as Safety or Non-safety related by March 28,1997.
Sample a population of Station Support Evaluation Requests (SSER) and Engineering Requests (ER) to determine if modifications were performed. Initial sample of 125 will be complete by March 26,1997.
Conduct a Safety System Functional Inspection (SSFI) on the CREVS following the completion ofQ2R14.
Remove unauthorized modification from refueling floor - Complete.
Submit Final Safety Analysis Report change to correct Section on Secondary Containment. -
Complete.
Revise the Control Room Dose Analysis and submit a license amendment by April 15,1997.
Revise the Operability Determination procedure to provide guidance to Engineering on the use of operable but degraded determination by May 2,1997.
Train engineering personnel on proper controls to be used when receiving technical information from vendors by May 2,1997.
Revise the CREVS procedure to record as-found flows by April 15,1997.
Revise the calibration procedure for Technical Specification flow measurement Resistance Temperature Detector by June 16,1997.
Perform review of calibration procedures that support Technical Specifications. - Complete.
Complete review of 125 post-modification tests to ensure design basis has been tested by June 30,1997.
Revise the Technical Specification basis for clarification of what the Control Room is. - Complete.
