PLANT PERFORMANCE REVIEW (PPR) - HATCH

Dear Mr. Sumner:

On March 14, 1997, the regional staff completed the semiannual Plant

Performance Review (PPR) of Hatch. The staff conducts these reviews for all
operating nuclear power plants to develop an integrated understanding of i safety performance. The results are used by regional management to facilitate planning and allocation of inspection resources. The PPR for Hatch involved
the participation of all technical divisions in evaluating inspection results 1 and safety performance information for the period from September 1.1996 j through February 28, 1997. PPRs provide regional management with a current i summary of licensee performance and serve as inputs to the NRC Systematic i Assessment of Licensee Performance (SALP) and senior management meeting (SMM) reviews.

Hatch PPR review. It is 3rovided to minimize the resource impact on your

. staff and to allow for scleduling conflicts and personnel availability to be i resolved in advance of inspector arrival onsite. The enclosure details our

! inspection plan for the next six months. The rational or basis for each inspection outside the core inspection program is provided so that you are 4 aware of the reasors for emphasis in these program areas. Resident inspections are not listed due to their ongoing and continuous nature.

During each NRC inspection planned during this period, specific attention will

! be given to the s erification of selected Updated Final Safety Analysis Report (UFSAR) commitamts. Applicable portion (s) of the UFSAR that relate to t1e inspection activities will be reviewed and verification made that the UFSAR

commitments have been properly implemented into plant practices, arecedures i and/or parameters. The goal is to determine the accuracy of the JFSAR regarding existing plant practices and conditions by providing specific
attention to the UFSAR when performing various reactor inspections.

j Inspectors will not be judging the overall completeness of the UFSAR: rather.

the inspectors will focus on identifying differences between the UFSAR 1

description and the plant.
