Operating License No. DPR-73 Docket No. 50-320 TMI-2 Organization Plan - Revision 12 As you are aware, we initiated defueling operatic,1s on October 30, 1985 and are currently transitioning to the production phase of defueling. As such, it is desirable to adjust the current organizational structure of the TMI-2 Recovery Project. Enclosed is a revised Organization Plan for TMI-2 which proposes those changes for your approval.

The purpose of this organizational adjustment is to achieve more efficient conduct of present defueling activities and to facilitate the transition into future phases of defueling by accomplishing the following:

Establish an organization with singular responsibility for defueling activities and have this organization report directly to the Office of the Director, TMI-2.

2.

Consolidate the responsibility for all defueling related operations, engineering, and support functions into the defueling organization.

ENCLOSURE 2 DEFUELING At present the Project's defueling operations are performed by the Site Operations Department with engineering and systems support primarily from the Recovery Programs Departs;nt.

The defueling functions.of engineering, operations and support will be consolidated into one organization with the single responsibility of defueling. The organization will be directed by a manager who reports to the Office of the Director, TMI-2.

The organization will plan, schedule, perform, evaluate, and report the results of defueling activities. It will also conduct necessary training of defueling workers and develop appropriate techniques and equipment for performance of its work. This group will interface appropriately with other groups to ensure effective communications concerning defueling activities.

The organization will perform defueling activities using Site Operations Department procedures and with the concurrence of the Site Operations Director.

The Fuel Handling SRO's will take direction from the Manger of Operations,

.Defueling Organization, and will discharge their licensed responsibilities under the purview of the Site Operation's Department's Plant Operations Section. The " Hands-On" personnel performing the defueling will remain within the Site Operations Department; however, Fuel Handling SRO's will directly control core alterations.
