EVALUATION OF THE THIRD TEN-YEAR INTERVAL INSERVICE INSPECTION REQUEST FOR RELIEF NOS. RR-1-17 AND RR-2-21 FOR POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M94982 AND M94983)

Dear Mr. Grigg:

The staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has reviewed and evaluated the information provided by Wisconsin Electric Power Company in its letter dated March 1, 1996, as supplemented December 6, 1996, and January 22, 1997, regarding alternatives to the ASME Code. The submittal included proposed alternatives as described in Requests for Relief Nos. RR-1-17 and RR-2-21 for Point Beach Nuclear Plant, Units 1 and 2, Third 10-Year Inservice Inspection Program Plan.

The staff has reviewed your request and has determined that the proposed alternatives contained in RR-1-17 and RR-2-21 are acceptable. The staff finds that these alternatives will provide an acceptable level of quality and safety and authorizes their use pursuant to 10 CFR 50.55a(a)(3)(i). The staff's safety evaluation and the INEL Technical Letter Report are enclosed.
