TMI-1 STATUS REPORT FOR THE PERIOD JANUARY 31 -
FEBRUARY 7, 1986 Enclosed is the THI-1 weekly rtatus report from the NRC Resident Office. The enclosed report covers the period from 8:00 a.m., January 31, 1986, to 8:00 a.m., February 7,1986, and is issued weekly by Projects Branch No. 1.
These reports are intended to provide NRC management and the public with highlights from an NRC regulatory perspective of THI-1 activities for the previous week. Subsequent inspection reports will address most of these topics in more detail, Original Signed By:

ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD JANUARY 31 - FEBRUARY 7, 1986 1.
Plant Status As of 8:00 a.m. on February 7, 1986, TMI-1 was at 100% power with normal reactor coolant temperature and pressure.

Facility Operations Summary At the start of this report period the facility was in a cold shutdown condition in order to permit work on extraction steam line expansion bellows inside the main condensers. Expansion bellows replacement work was completed February 2, 1986, and a plant heatup was started. At 1:50 p.m. on February 4, 1986, the reactor was made critical and the plant was returned to power operation later the same day. The plant remained at power the remainder of the report period.

Items of Special Interest 3.1 Steam Line Expansion Bellows Repair Following the discovery of two severely damaged eighth stage extraction steam line expansion bellows in the "C" condenser, the same eighth stage bellows in the "A" and "B" condensers were inspected and some damage noted. All six expansion bellows were replaced. Also, a thorough search of the condensers was performed in order to locate and remove parts of the damaged bellows. The removed bellows were sent offsite for metallurgical examination to determine the cause of the failure. Following restart of the plant, an approximate 35 Mwe increase in electrical output was noted due to improved plant efficiency with the bellows leak corrected.
3.2 Issuance of Notice of Violations On January 29, 1986, a Notice of Violation was issued to GPUN by the NRC's Office of Inspection and Enforcement (IE). These viola-tions were issued as a result of an IE review of nine investiga-tions documented in Supplement 5 to the NRC's Safety Evaluation Report on TMI-1 Restart (NUREG 0680, Supplement 5).
As a result of the review, apparent violations were identified pertaining to TMI-1 leak rate tests performed during 1978 and 1979. These violations pertained to:
(1) lack of adequate procedures and a failure to follow the procedures for leak rate surveillance; (2) failure to maintain sufficient records required for leak rate surveillance testing; and (3) the failure to correct deficiencies or malfunc-tions once they were identified. These violations were collective-ly evaluated as a Severity Level III problem with no civil penalty imposed. Since corrective actions have already been examined and accepted by the NRC, no response to the violations is required.

~TMI-1 Staff Status Durina the Period During this report period, routine coverage was provided by the normal Region I organization. The' staff consisted of the senior resident inspector and resident inspector, supplemented by several Region I based inspectors listed in paragraph 5.
The staff's inspection plan for the month continued to be implemented; and, this week, it covered the primary functional areas of operations, maintenance, surveillance, and fire protection. The staff continued to evaluate the performance of the plant and licensee personnel. Unan-nounced backshift inspections included observations of outage activities and plant startup.
.The last weekly status report for the period January 24, 1986, to January 31, 1986, was issued on February 4, 1986.
During this period, Region I issued one preliminary notification on February 5, 1986, concerning the plant restart following extraction steam line bellows replacement.
