Dear Mr. Crow:
The Lynchburg Research Center has been actively pursuing a decon-nissioning program for Building C, in accordance with a letter to you dated March 28, 1983. Phase I of the progran has been completed and inspectors from Region II were here during the week of November 18, 1985 and performed a verification inspection of the final survey.
The report of the final survey of Phase II is attached. This report is submitted in compliance with Condition No. 14 of the Reference.
In accordance with Appendix F of the license application (dated December, 1978) this report identifies the premises, demonstrates that a reasonable effort has been nade to reduce the levels of residual contanination below the limits specified in Table F-1, provides a general description of the procedures that were followed, and sets forth the final survey results.
In addition to the Table F-1 limits, other acceptance criteria for the release of soil have been agreed to or reconnended by your staff. These criteria are also specified in the report.
I request that a verification of this final survey he made by the NRC and that upon the determination, by the NRC, that the facility meets the applicable criteria, that Phase II of Building C be released for unrestricted use.
