The initial intent was to remove the Division II panel after the independent dedicated shutdown _ system (3L panel) was installed since the need-for the Division II panel for fire protection purposes is obviated by the new 3L panel.

Youngblood November 27, 1985 VP-85-0215 Page 2 After further' consideration, Detroit Edison has decided to electrically disable the Division II panel but leave it in place pending evaluation of modifying the circuitry to eliminate the interface concern.' Since the Division II canel.provides an~ alternate control point for operating

-HPCI,under non-fire conditions, it is considered advantageous to maintain this capability.

The-Division II panel will be electrically disabled coincident with the completion of installation of the 3L panel.

Any subsequent modification of the Division II panel will be made in accordance with the provisions of

'10CFR50.59.
