SUBJECT:
NRR REORGANIZATION IMPLEMENTATION On October 3, 1985, you were informed of the proposed NRR reorganization.
In the intervening time, negotiations nave been held with reprasantatives of the National Treasury Employees Union (NTEU). These negotiations have led to the signing of a Memorandum of Understanding (MOV) on November 18, 1985, concerning the implementation of the reorganization. For your information, a copy of the MOU is enclosed (Enclosure 1).
The effective date of the reorganization is November 24, 1985, at which time you will begin reporting along organizational lines to your new supervisor, as shown in Enclosure 2.
Also, effective on this date, all new work will be assigned consistent with the new organization. Relative to existing work assignments, your supervisor is being provided guidance on transferring the=e assignments in the new organization.
Pending transfer in accordance with that guidance, you will retain responsibility for your current assignments, including meeting schedular milestones.
NRR management is currently finalizing plans for the allocation of space along the new organizational lines. Once such plans are finalized, necessary documentation *'ll be sent to NTEU for impact and implementation bargaining, as appropria,s., and draft plans will be distributed to all NRR employees.
As I have indicated, the new organization will help us to more effectively l
meet the future challenges in regulating nuclear reactors.
To achieve this goal, your continuing support and dedication is requested in making the new organization function smoothly and effectively, especially during the initial transition stage.
