Dear Ms. Katz and Mr. Gunter:
The purpose of this letter is to provide an update on the 2.206 Petition that you have submitted. The Petition was filed pursuant to Title 10 of the Code of Federal Reaulations (10 CFR) Section 2.206 on November 25, 1996, and amended on December 23, 1996. The Petition requested that the U.S. Nuclear f
Regulatory Commission (NRC) take actions regarding the nuclear facilities that Northeast Utilities (NU or Licensee) operates in Connecticut.
The Petition was submitted by you on behalf of the Citizens Awareness Network (CAN) and the Nuclear Information and Resource Service (NIRS).(Petitioners).
By letter dated January 23, 1997, the NRC staff acknowledged receipt of the Petition and the Amendment.
In addition, the NRC staff denied your request for immediate suspension or revocation of NU's licenses to operate its facilities in Connecticut and your request for an immediate investigation of the need.for enforcement action for an alleged violation of 10 CFR Part 50, Appendix B, at the Haddam Neck facility.
By letter dated January 12, 1997, you expressed a concern regarding issues Ih raised in the Petition relating to the performance of the NRC staff.

concern is that these issues will not be addressed by the NRC. During a M)i.O telephone conversation on February 4, 1997, with Ms. Katz, I indicated that issues relating to the performance of the NRC staff are not addressed in l
responses to petitions submitted pursuant to 10 CFR 2.206, but are referred to 4
the NRC's Inspector General for appropriate action.
I further indicated that all correspondence relating to the CAN and NIRS Petition are being forwarded to the Office of the Inspector General for its consideration.
