Dear Mr. Dircks:

In accordance with the Federal Emergency Management Agency (FEMA) rule 44 CFR 350, the State of Louisiana submitted its State and associated local plans for radiological emergencies related to the River Bend Nuclear Genera-ting Station to the Regional Director of FEMA Region VI for FEMA's review and approval on December 22, 1983. The Regional Director forwarded his evaluation of the Louisiana State and local plans to me on July 12, 1985, in accordance with section 350.11 of the. rule. His submission included an evaluation of the full-participation exercise conducted on January 16, 1985, and a report of the public meeting held on January 21, 1985, which explained the site-specific aspects of the State and local plans. On June 21, 1985, the Regional Director submitted an addendum to his report noting all of the recent revisions to offsite plans and preparedness. This last effort has resulted in the resolution of the outstanding deficiencies.

Based on an overall evaluation, I find and determine that, subject to the condition stated below, the Louisiana State and local plans and preparedness for the River Bend Nuclear Generating Station are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken in the event of a radiological emergency. However, while there is a public alerting and notification (A&N) system in place and operational, this approval is conditional on FEMA's veri-fication of the A&N system in accordance with the criteria of NUREG-0654/ FEMA REP-1, Rev. 1, Appendix 3, and the " Standard Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants" (FEMA-43).
