SUBJECT: NRC INSPECTION REPORT NOS. 50-424/97-03 AND 50-425/97-03 AND

Dear Mr. McCoy:
i
This refers to the inspection conducted on March 3-7,1997, at the Vogtle Electric Generating
Plant. The purpose of the inspection was to determine whether activities authorized by the
license were conducted safely and in accordance with NRC requirements. At the coaclusion
of the inspection, the findings were discussed with those members of your staff identified in
the enclosed report.
The areas examined during this inspection are identified in the report. Within these areas,
the inspection consisted of selected examinations of procedures and representative records,
interviews with personnel, and observation of activities in progress.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. This violation is cited in the enclosed Notice of Violation (Notice) and

the circumstances surrounding them are described in detailin the subject inspection report.
The violation is of particular concem because you implemented a significant change to the
Vogtle Security Response Plan, which directly contradicts the provisions outlined in your NRC
approved Physical Security Plan.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
