Notification in Accordance with the Davis-Besse NPDES Permit Number 2IB000ll*DD of a Discharge Containing Water and Fluorescein Disodium Salt Solution to the Davis-Besse Settling Basin #2 and to Final Out-fall 001.

Dear Mr. Dunlavy:

This letter, in conjunction with the telephone conversation between yourself and Deb Isley of Toledo Edison on January 27, 1986, is being sent to notify you of a discharge containing water and fluorescein disodium salt (fluorescein dye) solution from the Davis-Besse Nuclear Power Station. The quantity to be dis-charged will be approximately 815,000 gallons of water and fluorescein dye.

This is the same condenser leak test procedure as conducted November 27, 1985 to December 7, 1985 for which you received notification by a letter dated November 26, 1985.

The fluorescein dye solution will result from draining the condenser at the Davis-Besse Station. This leak test is being repeated to check the repair work conducted on the condenser in December, 1985.

Previously, the condenser was dry, but filling commenced on January 26, 1986 to contain approximately 715,000 gallons of demineralized water with approximately fifty-four (54) pounds of fluorescein disodium salt (fluorescein dye). The dye solution will assist in the location of cracks and/or leaks at the weld points on the condenser. Upon completion of the inspection of the weld points the dye solution will be drained from the condenser and pumped to settling basin #2 on January 30 & 31, 1986. The inside of the condenser will be rinsed several times with an approx-imate total of 100,000 gallons of demineralized water to remove the residual dye and will be pumped to the same basin to allow for biodegradation of the dye and then discharged through final Outfall 001 on approximately February 7, 1986.
