V1etti-Cook, Acting Secretary SUBJ1:CT : STAFF REQUIREMENTS - BRIEFING ON BPR PROJECT ON REDESIGNED MATERIALS LICENSING PROCESS (SECY-97-034), 1:00 P.M., TUESDAY, FEBRUARY 18, 1997, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the NRC staff and a representative from the State of Texas on the status of the materials licensing Business Process Redesign (BPR) effort. The Commission emphasized the need for close coordination between the Chief j Information Officer and the Office of Nuclear Material Safety and '

Safeguards and encourages continued coordination with the Agreement States on the materials licensing BPR effort. In light <

of the current resource investment-4n the BPR project, the Commission emphasized the need for;' reporting tangible results.

The Commission requested the time schedule for implementation and integration of the new portable gauge licensing process with the new agency infrastructure being developed by the CIO, and urged the staff to proceed rapidly, to the greatest extent possible, with the implementation phase.

The Commission took particular note of the portable gauge pilot project finding that much cf the benefit of the new process derived from the use of updated and consolidated licensing guidance as opposed to the way the license was processed (paper versus computer) . The Commission encourages the prompt development and consolidation of updated regulatory guidance documents in other byproduct materials licensing areas beginning with those having the greatest regulatory stability.

1 The Commission noted that the pilot project was the first major ,

effort at NRC and commended NMSS and Dr. Paperiello for both  :

getting started on it and its success. The Commission indicated cautious optimism that the improved efficiencies and customer satisfaction that have been achieved in the pilot project could be propagated and continued over longer time periods if the program is implemented NRC wide.
