Letter from H. D. Hukill to the Regional Administrator, Region I, dated June 8, 1983 (5211-83-176)
The purpose of this letter is to provide the required response for Action Item 5 of IEB 83-03.
Action Item 5 requires a report of the initial valve integrity verification for the valves listed in Attachment A of the referenced letter.
All of the valves listed in Attachment A of our letter were removed from the diesel generator, exercised (open and closed) and visually-inspected by maintenance, quality control, and plant engineering personnel on the following dates:

No loose or missing parts or failure modes were observed; the valve internals were found completely assembled and operable.
No unusual corrosion was found.

Nw 5211-86-2021 February 11, 1986-Manual exercising of EG-V48A and B showed that if the disc was opened to less
-than one-half open and then allowed to go closed, sometimes it would remain open approximately 1/16".- Touching the pipe on either side of these valves (warm on either-side) indicates that these valves may be exhibiting some minor leakage.
The focus of IEB 83-03 "is directed primarily at the failure mode of (self)-
disassembly or partial disassembly of check valve internals." This did not occur for EG-V48A and B.
The valves are considered to be. operable for their application even though they may not be leak tight.
Since the above. inspections were satisfactory, GPUN will remove and inspect the above valves on a ten year frequency as stated in the reference.
A review of the computerized machinery history, which goes back to December 5,1978, shows that the valves were not disassembled prior to this inspection.
In all probability, the valves have not been inspected since the diesel generator was installed prior to 1974.
In addition, GPUN will continue to functionally test these valves in the open direction during the monthly surveillance test of the diesel generators and during the annual pre-overhaul and post-overhaul surveillance test runs.
Removal and inspection of these check valves has been included in the IST Program on a ten year frequency.
In conclusion, TMI-1 diesel generator check valves were found to be in acceptable operating condition; and a ten year frequency for removal and inspection is appropriate. This completes GPUN's response to IE Bulletin 83-03.
