PROPOSED IMPOSITION-0F CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be issued on or about February 13, 1986 to the Nebraska Public Power District.

The action involves the failure to properly implement surveillance procedures in that jumper wires used for surveillance testing were left installed after the testing was completed. This rendered the automatic start capability of both trains of the standby gas treatment system inoperable and negated the capability of automatically isolating the reactor building ventilation system if a high radiation condition had occurred. Also, surveillance inspections on drywell snubbers did not detect some that were inoperable. The inoperable snubbers were not discovered until after the unit had entered an operational mode in which they were required to be operable.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:

The licensee has thirty days-from the date of the Notice in which to respond.

! Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
