COMSECY-96-068; POWER REACTOR DECOMMISSIONING (DSI 24)
In providing the Commission's Final Views on Power Reactor Decommissioning (DSI 24), I support increased responsiveness to the public and industry in achieving, as soon as possible, finality in decommissioning requirements.
1 This is especially important as the industry moves to a deregulated i
environment, as decommissioning implementation costs must be understood and J
properly factored into planning decisions and rate recovery mechanisms.
In j
fulfilling this objective, I recommend the Commission's Final View on Power Reactor Decommissioning (DSI 24) be Option 2, Pursue the Current Direction and Approaches More Aggressively. The following additional comments are also provided:
Implementation guidance in pursuing this option should continue to explore innovative approaches, particularly having NRC take an enhanced performance-oriented approach by reducing oversight (consistent with risk) and performing a radiological assessment of the site when it is ready to be released.
The Commission's final decision on this USI should include consideration of the 1
comments received suggesting improvements in existing practices and rulemakings, especially relating to lessons-learned (e.g., packaging and transport) and data available (e.g., survey costs) from recent decommissionings.
