COMSECY-96-068, Power Reactor Decommissioning (DSI-24) q i

I have reviewed the information provided. Based on public comments,I f

have concluded that the Commission should now support aggressive pursuit of the current direction and approaches (Option 2) for power reactor I

decommissioning.

Additionally, I believe that the support should be given to placing a resident inspector onsite during certain decommissioning phases such as active j

j dismantlement, the staff performing an evaluation of how to achieve more performance oriented approaches in decommissioning, and centralizing the decommissioning programs (reactor and non-reactor)in headquarters.

Transfer of a nuclear power facility to a State should only be considered if a State requested such transfer.
