10CFR74 FreC Plan for License StN-1107, Docket 70-1151 (Re:

tNM-CFS-85-119 Correspondence; Sanders to Brown; December 12,1985)

The Westin@ouse Electric Corporation hereby submits for approval a 10CFR74 FreC Plan for the Columbia, SC Plant.

In accordance with our agreements of December 11, 1985, this original submittal consists of;

1) The current Part 70 Ft40 Plan, updated to incorporate all recent 10CFR70.32 and 70.34 revisions, updated 01apters 2 and 7 (to describe the new Item Control System), and updated Appendices; and,
2) A commitment to maintain and follow the Columbia Plant IAEA Design Information Questionnaire.

In accordance with the January 16, 1986 telecon with your Mr. Don Joy, four (4) copies of the Plan are included.

Westin@ouse further requests that future Columbia Plant Physical Inventories be conducted on an annual basis; the next such inventory to begin on (or about) December 31, 1986.

On (or before) March 31, 1986, this original submittal will be re-structured into the standard Part 74 Plan format, will include a commitment to the "a f firmations" contained in acceptance criteria presented in FOREG-1065 (Rev.1), and, will be re-submitted to your office.

LA 86-06 Page 2 January 31, 1986 Westin@ouse will provide additional updates of the Part 74 Plan application in a timely manner, such that a final approved Part 74 Plan will be ready for full implementation immediately upon Columbia Plant completion of tenure under Article. 39(b) of the US/IAEA Safeguards Agreement (and return to participation in the IAEA program under Article 2(a) of the protocol to the Agreement.)

Enclosed is a cr. A for $150 to cover the cost ~ of this application and requests for approval.

Westin@ouse requests that encle-Ires with this letter be withheld from public disclosure in accordance with provisions of 10 CFR 2.790(d).
