Dear Mr. Greenbaum:
I am responding to your March 12, 1997, letter to the U.S. Nuclear Regulatory Commission's Chairman, Shirley Ann Jackson.
In your letter, you described a water-based concept (WATERAD) for the potential storage of moderate.to highly radioactive materials and requested feedback from the NRC regarding the merits or practicality of the concept.
I presume that the types of radioactive materials you have in mind for the WATERAD concept include the highly radioactive spent fuel from commercial nuclear power reactors that requires both cooling and shielding for protection of worker and public health and safety.
Althaugh the information in your letter is limited, the WATERAD concept appears to be functionally similar to the pool-type designs commonly employed at til commercial nuclear power reactors for the interim storage of highly radic etive spent fuel and other contaminated or activated materials and co9 unents. Given the limited information, however, it is difficult to determine if the WATERAD concept has any advantages, economic or technical, over existing pool-type structures or other shielded dry storage concepts for radioactive waste management.
Existing pool-type structures, for example, provide the same features you describe for the WATERAD concept, namely, shielding of the emitted radiation, cooling of the water in the pool, and monitoring for and treatment of, any contamination released to the pool. The pool-type structures are also relatively simple concrete structures, lined with stainless steel for ease of decontamination, and capable of withstanding severe seismic events. As such, the practicality of the WATERAD concept relative to existing waste storage concepts (both wet and dry) cannot be determined without additional information and a detailed comparison of costs and features of the various technologies.
