Review of Working Draft STS Changes There has been considerable thought and discussion regarding the most efficient and effective approach to ensure that the Nuclear Energy Institute (NEI) and Technical Specifications Task Force (TSTF) reviews Working Drafts of

. proposed changes to Standard Technical Specifications (STS) approved by NRC

. through the' traveler process.

In the past, Working Drafts have been

electronically mailed (e-mail) to NEI and the TSTF as attachments, without great success. This method has burdened NRC's Local Area Network resources, and the attachments have been difficult for some TSTF members to read or use.

Because of these concerns, I have concluded that temporarily posting the Working Draft files to,the NRC's Home Page would be the most productive.

Therefore, the Technical Specifications Branch intends to temporarily post the Working Draft files to the Improved STS Home Page (at www.nrc. gov /NRR/sts/sts.htm) and notify NEI and the TSTF via e-mail that they are awaiting confirmatory NEI and TSTF review within a specified period of time.

If the NRC should not receive comments, agreement by NEI and the TSTF would be assumed and the files would be finalized and posted to the Home Page as Approved Drafts.
