The United States Enrichment Comoration (USEC) submits with this letter six copics of the AVLIS Quality Assurance Program Description, dated March 26,1997, for NRC review and approval.
The enclosed Program Description describes a graded Quality Assurance Program (QAP) which applies to the design, siting, construction, operation, modification, and decommissioning of USEC's Atomic Vapor Laser Isotope Separation (AVLIS) Uranium Enrichment Plant. USEC is applying the described QAP to the design and safety analysis activities which are being conducted to prepare the AVLIS Plant NRC license application.
Accordingly, USEC is requesting NRC's review and approval of this Program Description in advance of the license application submittal.
I USEC will also apply the described QAP to AVLIS-related radioactive material packaging design and certification activities. The described QAP is, therefore, intended to also meet the requirements of 10 CFR 71 Subpart II.
