This refers to the inspection conducted by Mr. E. H. Trottier of this office on November 6-8, 1985, of your facility in Bradley, Illinois and to the discussions of our findings with you and Mr. Charles R. Hawker at the conclusion of the inspection.
This inspection was made as a result of an allegation received by the NRC Region III Office (Glen Ellyn, Illinois) on September 25, 1985. The alleger stated that safety-related heating ventilation and air conditioning (HVAC) panels fabricated by your company and installed by MCC Powers, Inc. at Illinois Power Company's Clinton Nuclear Station, were produced without benefit of a quality assurance program being in place at Illinois Fabricators, Inc.
Based on the information provided by the alleger and the results of our inspection, we find that while Illinois Fabricators did not have a quality assurance program in place that would meet the requirements of 10 CFR Part 50 Appendix B, the safety related work was performed under the control of MCC Powers' quality assurance program and, as such, was properly controlled.
Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
