TUESDAY, JANUARY 21, 1986, COMMISSIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE)

The Commission met to be briefed by staff on staff's "Recommen-dations for Improving Technical Specifications" (SECY-86-10).

Commissioner Asselstine requested that the Office of the General Counsel examine the bases for enforcement of technical specifications requirements as opposed to alternative tools for implementing regulatory requirements such as Final Safety Analysis Report (FSAR) commitments.

Commissioner Asselstine requested that the staff provide a written comparison of which itens would be regulated under technical specification requirements and what kinds of items would come under alternatives such as FSARs for the Wolf Creek plant.

Commissioner Zech noted that he has asked the staff to look into the.need for all of the surveillance testing and maintenance required during power operation.

Chairman Palladino suggested that, por staff's recommendation, the Atomic Industrial Forum (AIF) be invited to brief the Commission on technical specifications improvements.

(Subsequently, a briefing by AIF was tentatively scheduled for Tuesday, February 11, 1986.)
