(a) SIMA(NRMF)NPTNST 9900.1, Operating and emergency procedures for Gamma Radiography (b) Title 10 Code of Federal Regulations, part 71 1.

Purpose. To establish a Quality Assurance program for Industrial Radiation as required by references (a) and (b).

2.

Organization a.

The final responsibility for the Quality Assurance (QA) program for part 71 requirements rests with Connanding Of ficer, SIMA(NRMF), ikwport.

Design and fabrication shall not be conducted under this QA Program. The QA program is implemented using the following organization:

OVERALL ORGANIZATIONAL STRUCTURE AND CHAIN OF COMMAND COMMANDING OFFICER RADIATION SAFETY OFFICER SENIOR RADIOGRAPHER RADIOGRAPHERS b.

The Quality Assurance Officer shall be the Radiation Safety Of ficer (RS0).

The Radiation Safety Officer is responsible for overall administration of the program, training, certification, document control and auditing, d.

The Senior Radiographer and radiographers are responsible for handling, storing, shipping, inspection, testing, operating and record keeping, as per reference (a)andthisinstruction.

3.

Quality Assurance Program.

The establishment and implementation of this QA program'I's the responsibility of the Radiation Safety Officer. Training, prior to engagement, for all QA functions is required as directed by written procedures established in reference (a). The Radiation Safety Officer will ensure that all defined Quality Control (QC) procedures and specific provisions for the handling and packaging of Industrial Radiation Licensed material are 8602050104 060115 PDR ADOCK 07100572 PDH C

, satisfied. He will also emphasize control of the characteristics of tile package, which are critical to safety. The Radiation Safety Officer shall ensure that all radioactive material shipping packages are designed and manufactured under a QA program approved by the Nuclear Regulatory Comission (NRC). This requirement can be satisfied by receiving a certifi-cation to this effect from the manufacturer.

4 Document Control. All documents related to a specific shipping package and all document changes will be performed according to written procedures approved by the Radiation Safety Officer. The Radiation Safety Officer shall insure that all QA functions are conducted per the latest applicable changes to these documents.

Handling, Storage and Shipping. Written safety procedures concerning the handling, storage and transportation of radioactive material for industrial radiation will be per reference (a). Shipments will not be made unless all tests, certifications, acceptances and final inspections have been completed.

Only qualified radiographic personnel shall perform the critical handling, storage and shipping operations.

Inspections, Tests and Operating S't'a'tus I s'pections, tests and operat-ing status of packages for radioactive materials.will be indicated and con-trolled per references (a) and (b). Status will be indicated.by tag, label, marking or log entry. Radiographic personnel shall perform the required inspections and tests per reference.(a). The Radiation Mfety Officer shall ensure that these functions are performed.

7.

Quality Assurance Records. Records'of package approvals, procurement, inspections, test, operating logs, audit results, personnel training, qual-ifications and records of shipments will be maintained.by.the senior radiographer. Descriptions of equipment and written procedures will also be maintained as outlined in reference (a). The records will be identi-fiable and retrievable, 8.

Audits. Scheduled audits will be performed per reference (a), using written checklists, by the Radiation Safety Officer. Audit reports will be evaluated and deficient areas corrected. Audit reports,wijl be maintained by the senior radiographer.
