Additional Information Regarding the Reactor Operations Imorovement Plan
.l In response to your letter of November 8, 1985 requesting quantitative-criteria for monitoring ' the Reactor Operations Improvement Plan, is provided herewith for your information.
The goals identified in this plan are ones which are indicative of a nature operating plant. Positive trends indicating that Fermi 2'is approaching these goals can be observed in Attachment' 1.
Management
-expects these positive trends to continue and will monitor them on a periodic basis. Any deviations away from the desired trend or goal will prompt management review and corrective action, as appropriate, to assure that progress toward the objectives of the Reactor L
Improvement Plan continues. It is anticipated that as the' Fermi 2 L
operating experience increases, we will move even closer to these l
goals.

, November 27, 1985 VP-85-0219 Page 2 It is important to note that these goals may require adjustment, either up or down, should management determine that the goals are too limiting or are otherwise not achieving the desired results. As an example, during the course of the recent outage to complete the 3L panel installation and Equipment Qualification work, trends were observed away from the desired direction. This was not only planned but also expected so that tasks could be completed prior to return to service.
Since these trends have been shown to be in the positive direction and because management will continue to monitor to assure progress in the positive direction, Detroit Edison requests that it be allowed to operate Fermi 2 at levels in excess of 5% power.
