This letter is a supplement to reference (c) providing a clarification to the " Safety Significance" statements of three of the apparent violation responses:

B.7, Sgtlice Water Pumns P-29B and P-29C Testing (p.16)

B.8, Primary Component Cooling Pumn P-9B Testine (p.17)

B 9, Secondary Component Cooling Pumn P-10B Testing (p.18)

Each of the statem< nts ends with two sentences similar to the following: "If that were the case, operators would be required to manually start the Pump. This action is proceduralized in the EOPs."

While these sentences are technically correct, it could be misconstrued that given the hypothetical situations described in items B.7, B.8, and B 9 of the response, the pumps in question could be started manually. This in fact may not be correct. Assuming failure of the trip block circuits for the non-preferred pumps due to lack of surveillance testing, operators would be unable to start the nonpreferred pumps manually.

flowever, as noted in Reference (c), once it was discovered that the trip block circuits had not been previously tested, successful testing of each was conducted. Under these conditions, manual start of the non-preferred pump (s) would have been successful.
